I don't think it is a server issue. It makes far more sense for it to be a source code issue. Hell we've had servers that could handle 100 people on them over 10 years ago by now.
It really depends on what the bottleneck is.
If the servers are dying because the software isn't parallelised well, hosts are shit out of luck. Scaling upwards gets grossly expensive very fast.
idk how it works with tf2 but killing floor servers are single threaded which means no matter how hard you try shit will always lag with too many players.
The problem is that some code may not be simply twice as slow with 100 players compared to 50. It could be quadratic.

going past the entity limit is the leading cause of crashes in 100 player servers.
if you want to have stable 100 player servers, you need to increase the source engine's entity limit.
This wasn't true when they decided keys should be worth 4x as much because maybe hat with green bubbles instead of white ones.
And it's especially not true now.

this. valve needs to bring back arena mode. arena has a different vibe than every other map and I want to relive it again.
me and my friends had a small private server back in the day and we almost exclusively played arena since it's more suited for small groups.

Arena is only good when all talk is enabled and at least 40% of the server is on mic
