Yeah, when I first played MGR I thought they meant move the stick in the direction of the attack, like move to the right if that's the direction the enemy is slashing.
When I realised it was actually really simple and you just had to move towards the enemy, the game became a lot easier.
Move your stick in the direction of the enemy and press light attack at the same time you god damned dingus
Wait for the enemy to flash red. Tilt the stick toward the enemy and press light attack. Raiden will change to a defensive stance and parry the attack when it lands. Don't button mash or you'll cancel it.
Go back to the fricking tutorial.

Every boss in MGR relies heavily on learning one or two mechanics. In this case, you must parry or you will get rekt. But if you can parry decently, it's a cakewalk. Consider this a tutorial because every later boss will assume you can parry without having to think about it.
I remember in the demo he absolutely destroyed me but in the final game I never had a problem, I always assumed he was nerfed in some way.
Toned it down considerably compared to what the fight was like in the demo.
people have already told you about the parry, but also there is a dodge move that has I-frames in it that you can use too, I THINK it's called "dodge slash", I remember the button combo was Square + X together to do it, so just look for that on the move list
the dodge IS NOT as good as the parry though, so I advise learning the parry anyway, but the dodge slash is a nice tool for things that can't be blocked or parried
