The chances of a DQ game being exclusive to a Sony console in this day and age are zero.
They are casual games, intended primarily for a handheld market, which is why they effectively made 3 completely different versions of DQXI (one for PS4, two for 3DS (3D and 2D). If anything, DQ3 2D-HD would be a Switch exclusive, given that's how it typically goes.

A 360 build didn't go very far and existed primarily because of the arcade game. There is a lot of issues with porting MGS4 that would necessitate it not being part of a greater collection, as these collections are made on the cheap.
The biggest issue would be product placement, which would either have to be removed or have the licenses renewed. Depending on how they went about doing the Apple product placement, Konami might be forced into doing the latter.
They would have to rework how the Act 4 opening works, as that was done using the PS3's built in emulation. They have a PSX emulator now, sure, but it's still completely different from how the PS3's worked, and integrating the two would be a completely different process.
There's licensed music, the likenesses in the opening FMVs, the opening FMVs in general are only in 720p and would have to be remastered or kept at a resolution that would look unappealing on any modern displays, and so on. It was never just "le PS3 meme hardware!", it was piles of issues that morons ignore.
I don't doubt an MGS4 remaster will happen. What I doubt is it being part of a package and not individually sold at a marked up price due to the amount of additional effort it would require compared to every other game.

Lots of games came on multiple discs during 7th gen, GTA4, MW2, etc had multiple discs on PC because the high res textures blew up space requirements.
I think if Microsoft had allowed games with mandatory HDD installs at the beginning of the 360 instead of near the end then the 360 would have gotten MGS4
