Jill has a bit of a writing problem, where it seems like they forget she's even in some scenes, and outside of her one questline, her only motivation seems to be "do what Clive wants and help save the world".
I don't think she's terrible, but she doesn't seem to have anything going beyond that. To be fair though, I think a lot of that has to do with because she was literally a political prisoner to his family since being a child, so unlike most FFs, most of her shit is going to be intrinsically tied to him. But they did much more with Joshua so it feels weird.
I don't think 16 is a bad game, but it's writing is sort of all over the place.
Sure and I agree with that, there's definitely room for improvement. But at the same time I see this issue with many cast members in previous FF games. Either having absolutely no reason to be present or a motivation that is only tied to the main character. Jill seems to just get an extra bad rep for it for whatever reason.
I honestly believe that the gameplay affects the narrative experience in this case. Because there's only 1 main character with no ability to control anyone else, players don't get that same "connection" with the other characters. Due to needing to consolidate all the power into a single character, you then have to create narrative reasons for why other characters have to give up some of their power to make the main character stronger.
So even if there might have been similar issues in the past, it is far more noticeable when presented like this. At least that's my impression on things.

how? jill is white and tifa is asian. tifa dresses like a prostitute, jill doesn't. tifa has crippling anxiety and keeps how she feels hidden, jill doesn't. jill embraces clive and supports him instantly after not seeing him for years, tifa invites cloud to do terrorism and hangs the childhood promise over his head to guilt him into sticking around after he wants to leave. jill actually grew up with clive and were close, tifa can barely remember having more than one conversation with cloud despite being his neighbor for 14 years.
Tifa is better. The childhood relationship is one-sided from Clouds point of view and Tifa would be someone Cloud would have to earn since he was never able to really approach her. Even before that happens Tifa develops feelings for Cloud early on in Midgar. The relationship blooms after each of them realize how they were always there for each other. It was a lot better done than Jill and Clives relationship.
