Yes. So like I was saying, Mankey isn't a rare Pokemon. Even in Yellow when it would actually be before Pikachu, it's a 5% chance. Realistically if you want to count anything "before Pikachu" it'd be NidoranF in Red and NidoranM in Blue/Green at 5% on Route 22, or alternatively Weedle/Kakuna in Blue/Green and Caterpie/Metapod in Red, since they're all also 5% encounters.

What are some of the hardest (or the most time consuming) Pokemon to acquire?
From the top of my head I can list:
Kanto - Safari Zone Pokemon (Chansey, Tauros, Kangaskhan), Porygon
Johto - Pokemon with 1% encounter rate (Marill, Snubbul, Dunsparce), Heracross
Hoenn - Feebas
Sinnoh - Honey Tree Pokemon (Munchlax, female Combee), Spiritomb
munchlax and combee aren't even that bad. with munchlax you can transfer a snorlax postgame and breed it, and getting a male combee doesn't matter because you can just breed it with ditto. Spiritomb is fricking moronic, though. Nobody gave a shit about the Underground outside of the first week of release after they got their fossil, so the only way you were getting it is by begging a friend to let you pop in and out of the underground 32 times while they sit there and wait (and this only counts for you getting it) or getting a second DS and a second copy of the game and getting it yourself. And as far as Cryogonal goes in Unova, just time travel to a winter month. 5% isn't stupid high but it's more than reasonable.
The only Pokemon that has no fricking excuse is Feebas. Frick Feebas.
