Somehow all of my friends ended up with clones of Mew and Celebi, so it wasn't really exclusive. I finished my Pokedex without attending any events.

Not being able to get both box legendaries in gen 3 did feel like a step too far for me.
Plus the Lati@s stuff the with the E-reader was bullshit for people living in Europe where the hardware didn't even launch.
And while we're at it; Europe never got any official way to obtain Celebi in Gen 3.
Thankfully Gen 4 added global trading which reigned some of this stupid bullshit in.

Good luck finding someone willing to straight up give your their version exclusive legendary. At least the starters can be bred or are pretty easy to reset for if you co-ordinate with a friend.

Man, you're too young, it was easy as frick to farm legendaries, you just boxed everything on stadium 1/2 and reset the game, you could beat it in a day or less, also there wasn't shortage of bros to trade, I had like 4 bros with the game.
Stadium only lets you send pokemon back with the same matching OT so file resetting didn't work.
That's not true, you could send whatever pokemon you wanted back and fort, they just couldn't be used in battle unless you had gym badges for the level needed.

you can get both lugia and ho-oh in both gen 2 gold and silver. I don't remember if they kept this in HGSS, but keeping them exclusive started with ruby and sapphire, while letting you get both in emerald.

they were stubborn even well into the wifi era and usually made you go to stores,.or worse, specific nintendo venues (typically in nyc)
the in-person store visit shit incredibly stuck around until the very ass-end of gen 7. not sure if 8 ever did store visit stuff
Pokemon has been shit since its inception. Limited edition content is nothing compared to the fact that the gameplay has always been lackluster. The most interesting aspect of the game, PVP fights, took over a decade to even get real support outside of link cables.
The only reason this dogshit franchise survived is because of merchandising and advertising.
gen 1 and 2 had them.

In my personal experience, "Pokémania" had died out by the time Ruby/Sapphire released so I didn't have anyone who cared enough to trade.
I knew a bunch that still played but by diamond and pearl most had stopped

celebi was genuinely never made available in gen 2 in the west. deoxys was only available like once in gen 3, and arceus and darkrai's event were not available in diamond and pearl.
Victini I'm not sure about but I don't think it's ever been available outside of black and white.

Event Pokemon being super limited pissed me off as a kid, but I've come to realise that any Pokemon that can't be used in the Battle Tower/Frontier/whatever might as well not even fricking exist. Event Pokemon are functionally useless.
