Gen 3 didn't allow connectivity from Gen 2 because it would have been an unrealistic ask and they added pretty much all the Gen 2 pokemon into future games. Comparing that to Game Freak removing pokemon from the future game's data entirely is disingenuous.
They would have had to get Nintendo to make a custom cable that would have only worked for one game. Nintendo was not going to do it. Frick Game Freak these days, but getting mad at them for that is ridiculous.
All gen 1 and 2 pokemon are programmed into the gen 3 games, they're just not available, there's rom-hacking tools that can be used to change wild encounters and allow you to find all of them in the wild, but you need to have the national dex to evolve them, otherwise the evolution simply stops.
Gens 4, 5, 6 and 7 are all the same, all pokemon are in the game, just not available in the wild.
Gen 8 was the first time pokemon were just not in the game, as in the data doesn't exist at all so they can't be hacked or transferred over from other games, a trend that continues in gen 9.
If you really want to criticize Gen 3 for a problem that was solved in the same year when Gen 8 and Gen 9s removals were permanent, you are deliberately being an obtuse moron.
