Gen 2 actually rewarded you for using it's varied mechanics with rare shit. This is a good things, compared to most games where every pokemon that's reasonably obtainable is impossible to miss and there's no reason to try different or unique shit. Especially back in the day when it played heavily into the word-of-mouth effect these games had.

I actually did encounter a Slugma in Gold as a kid. I was one of those who go into every new area and spend hours to see what Pokemon might be in each. I encountered Houndour and Misdreavus as well.

Brother I have been at ground zero to witness a universe shift. What the frick do you think chaos "magik" is? It's the poorly understood shifting of matter between multiverses. In my case I performed an ecstatic ritual that literally altered the physical state of matter around me. From my experience there's no way to meaningfully game this phenomenon because the output is chaotically random. The effort and energy required would be better put to use trying to work with what is already present and possible in universe. In short it would be a waste of time and a fool's errand to keep trying to channel a useful result out of such a chaotic generative force.
But I don't blame the conscious beings who build machines to better mess around with this phenomenon. Without this phenomenon the simulation would be a solved equation. I can't claim that they have any real idea how to control the end state but maybe they do. Gen 1 rival never ambushes you after a cave. And most rival encounters should happen at full health. Silph co has a healing bed, and the SS Anne lets you run back to the center pretty easily. All the rest should be at/near 100% health in any organic playthrough.
