Read the post again. Creating a placeholder slot for something like this is a matter of minutes, if not seconds. Someone probably did it "just in case" months before any development would've started if they decided to make more Kalos games, so when they didn't there was no point deleting it.

tbh the closest reading of OP's interview is just that "we didn't plan on doing a direct sequel right after X/Y", which lines up with them putting the enums after ORAS (instead of before)

Very interesting that they actually chose to update the visuals on that signature move in Gen 7, despite there being no legitimate way to call upon that move, even through Metronome.
Also interesting how there IS an AZ battle at the end of the game, but before he gets Floette back. Clearly they scrapped only the rematch fight, right? Or maybe he would show up in the ORAS battle facility, or some other copium.
