I actually think that's pretty reasonable. It gets tougher to gauge once you get to C tier because you don't have in-lore calamitous power to reference. It's possible the crowned versions of the wolves should be higher since they can take on Eternatus. 50% Zygarde could be lower than standard Groudon and Kyogre and fused Kyurem. The Tao dragons are "only" strong enough to conquer a region so 50% Zygarde needs to clear that bar.
Koraidon and Miraidon could be lower, they are just very strong Pokemon with nothing to backup their ability to challenge any legendary as far as I know. Also as an aside I think it's funny how they officially gave up on a third legendary is a mascot trio as of Gen 9. They had already moved away from treating it normally at Gen 5 and it's a tradition that's clung on in some way despite it only being implemented twice in a straightforward manner.
Swap both rider Calyrex with the raidons and the list is fine.
