Fallout has always been about the civilizations that arise after the bomb. Only in Bethesda's mind is it an abandoned malls junk collector simulator.
only fallout 2 has an established government, and it only makes sense following the more lawless fallout 1. It makes sense to restart for a new audience.
It might make sense to set it during an earlier period in the setting. It doesn't make sense to just arbitrarily undo everything because you're for some reason worried newcomers couldn't wrap their head around the idea of a government forming in the aftermath of global collapse. It's equivalent to the sequel Star Wars trilogy just blowing everything up so they can go back to repeat all the same beats from the originals.

And really there is no reason the story had to be set in California, could have set it in Washington state, Texas, or really anywhere. And then they could tell whatever a story they want.
