RE4 Leon is by far the best because he isn't a flawless anime doll but has some rough edges, like smaller eyes and his nose being on the bigger side. At the same time, you could recognize his eyes anywhere, he looks handsome in a masculine and not gay Final Fantasy way, has PTSD written all over his face and yet looks as badass as you realistically can, down to an attainable physique and awesome traps. It's shockingly mature for a game (a Japanese one at that)
I don't know what happened to the RE4 character designer, but all the Leon designs afterwards look like shit in comparison and don't capture any of this

OP laid it out well. Leon would be objectively unattractive in real life, as his hair is dorky, his nose is huge, he acts like a boring homosexual and he doesn't even have hunter eyes. But because of the way Japanese devs are able to frame Western archetypes, he becomes endearing and dare I say "smoking hot." The same thing happened with Frank West in Dead Rising, where Capcom's idea of an ugly, bulbous, skeevy motherfricker turned out to be... an average guy with a dad bod.
It also helps that Leon has massive fricking forearms. Good lord.
frank west in DR1 & DR2 is more ghostbusters era bill murray & dan aykroyd than conventionally unattractive (even by japanese or western standards) while they made him GTA5's micheal desanta in DR4.
i'm fine with leon being younger in the remakes since he kinda goes from looking like a young david bowie to DR2's chuck green over the course of RE2 to RE6.

It's funny because when RE4 came out I was 22 and thought Leon being 27 was so far away, and he was so cool and I wanted to be like him, as much as I could at the time. I lifted, worked on my confidence and style, banged chicks, raced motorcycles, got into hiking, hunting shooting guns. And now at 41, I still look up to him, and he is 27. What a badass.
