Outside of the “spaghetti code” stuff, I think nowadays devs literally cannot pick up these old engines and old code when the people who made it are long gone and that is why you see so many titles moving to new codebases. That way they can also sell the game again when new platforms come out etc.

seriously i thought had a studio full of leafs by toronto that did their own in house pc ports. 5 ran pretty great, ever rdr2 ran great my underpowered machine, and they have an entire office somewhere that does nothing but engine development, it seems really weird but then again they probably have every branch doing nothing but gtao.

Most of that stuff was fixed in patches long ago. It doesnt change the horrible character models or the overall horrible and inconsistent look of GTA1/3 (Vice City comes out looking ok because its graphic style meshes well with the generic “upgrades” to lighting, reflections etc.).

Rain filter plays on top of water but avoid buildings and ground.
Obvious glitches from the original never fixed.

In those 10+ years they wasted doing shooting down the idea of a port and then working on a remake only to cancel it, they could've just made it an in-house port job. 10 years is surely enough time to figure out the spaghetti code while GTA Online prints money.

Rockstar in this context likely means Rockstar Games, the publishing company. It doesn't mean that they were going to let one of their internal studios handle the remasters of those titles.
