games don't really look good upscaled to 4k until like 7th gen, even many 6th gen games look bad upscaled to 4k.
You have low resolution and high resolution assets together and it just clashes, or just low detail assets that were never meant to be viewed at such high resolution. at best you can do like a 2x upscale and then add a CRT shader, that is a good middle ground
