I was just hypothesizing that the light Necrozma released from its tower may have had some sort of mild mutagenic effect, since otherwise, yeah, there wouldn't be a fricking reason for the purple skinned, golden eyed freaks.

A planet which is heavily implied to be the same Pokemon World you're from, except with Necrozma instead. Ultra Space isn't really explained properly(I mean seriously, you travel light years and somehow end up in a ruined version of Hau'oli City?) but it's sort of implied that this is a common occurrence. There's hundreds of Pokemon Worlds identical to yours with the exception of one or two major changes.
Pretty sure Ultra Space also plays a role in that one anime episode where Ash ends up in a Pokemon-less world, but I may be mistaken, and that's Ashinime anyways so non-canon as far as you're probably concerned. Just thought I'd throw that out there.

Megalo Tower is literally erected because, and it is explicitly stated in game, to replace the sun that was taken in retribution after flubbing Ultra Necrozma so hard that Necrozma lost its Ultra status(described as "losing its light.")
If you want to be technical they should just be dead. Humans need heat to live and the sun is where most of it comes from.

Ultra Space is a between realm that leads to parallel earths. They're all earth, but heavily influenced by whichever Ultra Beast is native too it. The earth the Ultra Recon Squad is from is implied to have once been no different from the earth you come from, but obviously a lot changed when they lost their sun.
Sometimes, it's the introduction of an out of control Ultra Beast that is the main influence. The Ultra Ruin is Hau'oli City, but with Mr. Glutton rampaging about causing the civilian population to flee.
