The grand reveal will be paradox pokemon are brought through the time machine and the reason Heath saw them is because of shenanigans from Briar/Terapagos. They'll never explain how the professor was able to actually find them because they coincidentally was able to. Blah blah blah fate blah blah blah predetermined. Terapagos' purpose to the story is for them to be found, not for them being created.
That's because they explained their origins already and ID is going to explain how Heath then was able to see them in the past.
Game Freak already finished the base game story, now they're just filling in details to it.
