Monetization Designer is a real position at Bethesda Austin. This guy took a break in 2021 but is now back at the studio as of last month. Since he's working at Austin rather than Rockville and has never monetized a singleplayer game before it's much more likely he's still working just on 76.

It wasn't even B team, Fallout 76 was made by BattleCry Studios and published by Zenimax, month before release Zenimax renamed the devs to Bethesda Austin, Todd was only a figurehead to promote it, everyone involved in this was transparent about this but these people are arguing in bad faith so here we are.

Todd is officially credited as executive producer on Fallout 76, and reports from employees say he didn't work on the game much within that position. Just came to meetings and shat on ideas then left to go back to working on Starfield.

It wasn't solely the B-team no. Apologists will try to deflect to Zenimax and Bethesda Austin but even Todd has come out to say he feels Bethesda as a whole disappointed people, he feels responsible.
That being said, plenty of core issues came from those two groups. Zenimax was the one to force a GAAS game onto what had always been a singleplayer studio (they did the same to Arkane which led to Redfall, as well as MachineGames and Wolfenstein Youngblood), and BattleCry/Bethesda Austin were the ones in charge of monetization and changing the engine to facilitate multiplayer - the main reason why it was so buggy at launch. The core Bethesda guys at Rockville were creating the assets and writing for the game.
The Kotaku article on the whole thing is a great read, shows how development went wrong in so many ways and how most developers and especially QA hated working on the game, probably more than players hated playing it.

It's a mixed bag. I know comparing to FO4 is a low bar, but gameplay wise it does a lot of stuff better, and the map, weapons, armor and enemies were a lot more interesting than FO4. It's also just plagued with shitty MTX and stuff to pad out the grind like gold bullion.
