Resident Evil up to 5 is the "Umbrella Saga" (though Umbrella dies in Umbrella Chronicles I guess, this is due to the lead writer passing away and Mikami being left to stitch 4 together from past drafts), and 5 was setting up the "War on Bioterror" stuff we see today.
The 2012 stuff was meant to fully cash in on that. Revelations goes over the BSAA's history and rival groups in that sphere, as well as the underlying corruption of them. Marhawa Desire and Damnation show the side stories of the current world, expanding on a modern world where bio terrorism is the common threat (Damnation especially where BOWs are used in an actual war).
6 was meant to be the big main eventer, introducing the new antagonists (The Family, who draw on prior corruption already shown to exist within the American government in the RE universe) and laying out our main cast. It failed horribly though so Capcom had to backtrack all of that.
