Correct. RPGs are turn based. If you want RPG mechanics to be predominant over the action based mechanics then you just have a bad action game. Action games are about player skill over character skill thus they cannot be RPGs.

Um, sweetie, action RPGs originated in Japan in 1984 with Dragon Slayer I&II, Hydelide 1&2, and Courageous Perseus and these games all predate turn-based, console-based Japanese RPGs like Dragon Quest, Final Fantasy and Phantasy Star, all three of these being based on Western turn-based RPGs to begin with.
Action RPGs are the real JRPGs, while """JRPGs""" like Persona are watered down turn-based WRPGs made in Japan.
