They didn't know Battle Network was going to be a big hit until the collection outsold basically anything Mega Man from the past two decades.
Deck building game are popular for the last few years so it's probably thanks to that on top of being available on most platform.
Battle Network was already a huge cashcow back in the day, and now it's been 20-ish years since then, so it really is most of the GBA brats being adults now that bought it out of nostalgia.

I didn't notice many differences between versions, but I'd much rather have more in game rewards than those boring streams
