Vic 2 is the biggest offender for this problem. Not only is navy goddamn expensive, all you'll ever need is 10 or 20 transports to evade moron AI and invade UK.

Its only expensive if you are not having your craftsmen/clerks and artisans creating those supplies and earning you tax money. The first mistake many people make at the start of the game is cutting down navy expenses and watching half their artisans go penniless

china tried westernizing in my game, blew up about 80 ships for 0 losses, invaded them and killed millions of them with gas and tanks, split them in two and completely fricked them up for the rest of the game

I want games to give me a good reason to use a navy but most fail. AoE3 gave ships a separate pop cap so you can have them alongside the land army. For other games you just raise ships when you need them and disband them as required.
In Europe you don't need it since everywhere can be walked to. Mediterranean factions can get some use out of them, at least during the periods that there were actual threats across the sea. But games tend to let you transport a lot of troops with a few transports so investment into a navy isn't much of a concern.
