They were using valve assets and IP to make a direct competitor to TF2 (and an unlikely future Source 2 update valve wants to do themselves). They didn't need to be making money for it to be a problem for Valve.
I forget what the update was called, but it's when they added maps like Suijin and Borneo. That update buffed all the bad weapons into viability, creating peak tf2. Then every update after nerfed them into the ground for no reason other than MUH COMPETITIVE.

That's all they need to do. This would fix the bots (who use matchmaking to essentially function), save casual from the nightmare that is matchmaking, and make many of the weapons fun again, even if they aren't the meta option.
