I don't think anyone ever had issues with lightning as a character design outside of her blatantly being a weird hybrid of squall/cloud, the problem was that ff13 was a horrible game and she spends 3 games with 0 personality because she's toriyamas surly stoic superwoman waifu
I liked her in dissidia on the psp though despite her being basically the same character so I guess the real issue is that she needs characters to actually play off with instead of coardboard cutouts for her to yell at & needs to be in a story with actual tragic consequences instead of one that keeps saying lightning is a tragic heroine and then things just constantly work out for her because yet another even more powerful divine figure bails her ass out again and again

After the party splits up when they become l’Cie he goes with her so most of their screentime in the early game is just the two of them. They also start to develop beyond their initial depictions, Lightning becomes less angry and starts focusing more on keeping Hope safe instead of her vague notion of seeking revenge against Cocoon, while Hope progresses from scared and confused to angry and single-minded in his desire to avenge his mother by killing Snow. Even after you get the whole gang back a lot of scenes between them still show a relationship that seems somewhere both master and protege and familial
Probably my favourite thing about XIII is the cast and how their respective arcs play out. Between Vanille choosing to face her predestined actions head-on in the hopes of changing them to Snow overcoming both his doubt and heedlessness to become a real hero the gang’s development together remains a highlight for me and while perfectly open to criticism I don’t believe they deserve the hate

it's funny seeing the amount of 13 fans crawling out of the woodwork as of recent now that 16 is the new ire magnet, as you said Lightning's design is fine but that isn't the problem people have with the character or the games, a fantastic design can't really redeem an utterly bland character
Trust me, I am very well aware. A shame because Clive is pretty great. Probably falls on the more sincere of the protags. He's no Cloud obviously but he's one of my favorites easily.
