The target audience is definitely people who haven't already bought the game, and especially kids. That's why it's being released for the holiday season. Why do you think the DLC is timed to come out at this part of the year? It fills this year's slot for an annual release.

Same as this Mario Kart 8 bundle with the DLC. Since Wave 6 of the DLC isn't going to be out by November, it includes the first 5 waves on the cart and the 6th wave will be downloadable once it releases.

Mario Kart 8's DLC is unironically among the best DLC ever made, up there with games such as Witcher 3. 8 Deluxe's DLC is nowhere near that level but it's still a great deal

8 Deluxe's DLC is essentially an entirely second game's worth of tracks and characters. I'd say it's far better than 8's DLC.
8D's DLC is full of mobile ports that completely stick out compared to the base game and even the Wii U's DLC.

8DX's DLC courses are copy pasted from Tour and are a noticeable downgrade in (visual) quality. 8's were entirely newly designed or remastered courses and are nearly identical to the base game in quality
