Capcom's never released either Rival Schools or Project Justice in any capacity for whatever reason and the most they've done with the series in the last 20 years is putting Akira in SF5. It's dumb because there's obviously some demand for Rival Schools and Itsuno wants to make a new one but Capcom has no interest in doing anything with it. A new one with a single player, Persona-style school life/dating sim mode or non-fightan players and cel shaded ASW style graphics would probably do really well for them too.
Power Stone got an updated collection for the PSP that added the PS2 characters into PS1 but that's really it. Still more than Rival Schools has gotten.
I got these from Goodwill and got convinced to get the original hardware too. Also got the Classic Controller to SNES adapter from Raphnet so I can use the SNES Mini controllers.
It's a NOAC but with nintendo build quality and a decent selection of games. You'd have to try to frick that up. It was also like the only decent thing to come out of 2016's christmas season.

Yeah it would be too expensive. You can get a super cheap chip to emulate NES and SNES titles but something like the DC requires much stronger hardware which of course would also increase the price of the system. And barely anyone would be willing to spend 200-300 bucks on a mini.

Even with Raspberry Pi 4 hardware, Saturn emulation is a bit 'iffy'. Dreamcast is a lot more streamlined, and easier to get emulated on SBC hardware. But it does come down to manufacturing costs. Another thing to note is the Dreamcast controller. I suspect they would have to make custom ones with the screen built in. But that might be expensive. I can see why Sega is on the fence with these machines. It comes down to price and availability of parts.
