Why did they go from "Cerberus is an Alliance Black Ops going rogue" to "Cerberus is a terrorist organization with contacts in the military, industry, and politics", to "Cobra in SPACE"?
If the CIA went totally rogue right now they'd probably be able to accomplish similar things and in similar ways so it's not really that egregious
