Countered by phone posting or simply changing your IP on your PC. You could disable mobile posting but there goes 90% of this site's ad-revenue. Filtering IP's makes it so I never have to see the worsts posts on the board because they'll be so fricking blatant everytime.

Art reminds me of the Serenity comic that use to be posted here that was suppose to be pro religion but all it did was make you feel bad for the atheist daughter in it.
Also I have no idea what its trying to get across here, but for your question it depends on the game. Using it as a cooldown keeps the action up and promotes resource management instead of inventory management which is usually more fun but at the expense of simulation so game dependent.

It depends. Does the game pause when you enter a menu, and can you heal from the menu? Is the healing instantanious or does it heal upon exiting the menu, and is the healing slow enough for an enemy to kill you before recovering fully?
If it's something like Elder Scrolls, Souls games or some other action RPG then ideally there should be cooldowns to prevent players from chugging healing potions to get through encounters. If on the other hand damage is unavoidable like in standard turn-based rpgs cooldowns should be more forgiving, limited per turn or not implemented at all.
Foods should have a longer cooldown since it often makes no sense for a character to stuff themselves with no downsides. They should also be limited to buffs that last for a long duration rather than instant healing.

Depending on the actual game. This would cause the player to think twice before just chowing down on an item.
