Umbreon is deceptively tanky and Houndoom hits pretty hard, and even Vileplume can be annoying Meanwhile Bruno is shit as always, Koga isn't much, and Wil is Ok at best. ELite 4 in the first two gens didn;t have much to work with moveeize.
They could have at least given gengar ice or thunder punch. How does she have a worse Gengar than Morty? I get that he's the ghosttype specialist, but Karen is supposed to be literally within the top 5 strongest trainers in her region.
Becase she was supposed to have Misdreavus, but Game Freak changed it at the least second because they didn't GENGAR to lost the spotlight, so they sloppily put it in but forgot to give it moves.
Morty was supposed to have a Misdreavus, but because the new gen 2 Pokemon were so weak and useless, they couldn't survive in the wild thanks to competition with the Kantomons and became endangered. He only uses the Gastly line to preserve the Misdreavus line in Mt. Silver.

Karen herself could look the part, if positioned that way, but I just don't see her offering a fight as exciting on paper as Lance's dragon squad. Houndoom, Tyranitar, and Gengar all work and Umbreon is a nasty a wall as you make it, but those last two slots. But I guess you could say the same thing about Cynthia, since she was the one who really broke the trend of champion fights being mostly larger, beastlier picks.
On paper you can see they wanted an "interference" character with a strong cleaner, but didn't want to go too far. Wing Attack and an elemental punch purely to not leave Murkrow and Gengar dead in the water would not have been too much.

Right, but to get her to the Champion spot she'd need a team without them. Murkrow as a deliberate weak link, I guess... but if SHE got Misdreavus than she would have three "oh, what is THAT" things on her team. Maybe that can make up for the lack of dragons.
