    Sekiro was never meant to be a stop-gap, it was made by the Bloodborne team and had a longer development cycle than Bloodborne itself. After it shipped, the lead designer and the same core team went on to work on Armored Core VI.
    Unless you think Bloodborne was a stop gap between DS2 and 3, then I guess you could see it that way, but it's the original team.

    Sekiro is a game with mediocre combat and stealth that's elevated by it's great bosses. The actual sections between the bosses are just not fun.

    it's superior to Sekiro in what it tries to do (combat based on parries and being aggressive) but the lack of god tier RPG elements that DS1, DS2 and ER have make it feel shallow, but Kino nonetheless.

    Because while all the games are very good their strengths have been massively inflated by the simple fact that during Demon's Souls' release every other game was just that much worse. This reputation holds them back from ever getting the improvements they actually require and blinds people to the actual quality of the games in comparison to others.
    Where this relates to Sekiro is that superficially it is the most different to the others, therefore lots of people will tout it as being the best purely because of that ("it's so fresh, the moment it clicked it felt amazing"), while both skimming the surface of what the game offers; even if it would lead to them liking it more, and disregarding that it carries many similar flaws of its forbears. Many instead choose to invent flaws for it because they are just that close-minded in regard to these games incidentally training them in that way, and this also ties into the inflated reputation and how damaging it has been to videogames.
