I've been programming such a system for a few days because of how much I like it, and it's quite a bit more complex than just a fixed camera. Most games that have similar systems place the camera on a curve on the point that's closest to the player and then point the camera at the player avatar, hence 'railroad' camera.
My toy system has a mesh where every vertex contains camera variables, and the actual camera's parameters are interpolated proportionally to the player's proximity to the vertices and the polygon the player is standing on.

Reminds me of what cd projekt red with a polygonal mesh around characters where each vertex represented custom poses for whatever poses their animators wanted to set up. Then you project their view direction outward and interpolate through three vertices/poses at any given point.
Yeah, I've seen it. It looks great in terms of both art and animation for the most part. The only rougher looking moments are with a few 3D background objects at the beginning

No one liked the back third of the game and no one cares enough about either the game or the characters to actually play it more than once. It's a play it and forget it game.
I don't like using the term but it's pretty much just soulless. Your party feels very bland. The enemy variety is absolute dogshit. You can barely use any artes for like half the game. Combat against random encounters is OK. Combat against bosses is fricking ASS.
And the absolute worst part is, the skits are fricking SHIT. There will always be 2 skits after every major story thing but they will just be story related or serious shit. The one thing that Tales always did well were those moronic skits that added some levity to whatever situation the party is currently in and fleshed out the characters outside of combat or main quest related situations which is always very nice and memorable. Arise just doesn't really do it and it fricking sucks.
tbh it's a real shame Estelle actually has a pretty good set of artes but her normals and base speed are so bad she just feels awful to play

There's more to it than that. The camera angle changes depending on where on the map you are, so it's not fixed.
