Honestly I doubt he could pull it off today, purely because the devs aren't going to go through the sheer lengths the original team did by having the actors act out scenes five or six times before recording. No studio would waste the money.

Most of the SH2 and some of the SH3 staff did this, but there's still a few minor voice replacements present in 2HD (namely the elevator game show host) and 3HD didn't receive a similar signing off from Heather Morris.
It's unknown if 1 shares this issue to the same extent, as Lisa's VA also received additional payment for the reuse of her lines in SH3's original release.
Anyways, SH2 can't just be ported for these reasons. Likely Konami sees this more as an opportunity to cash in on SH2 hype and make a quick $70, as they were interested in ports for the original games sometime prior to 2022 according to the Short Message interviews.
