At least with Ryukishi writing there's a good shot at some decent character writing. The setting is basically Higurashi's, he made that rural Japanese village pretty spooky so I have high hopes the story won't be shit.

I've thought about this before and honestly I think it really is the series namesake that is where I think Team Silent had their lightning in a bottle moment. Settings in psychological horror games are kind of hard to do unless you make it take place in their head, justifying the existence of monsters based on the human psyche is difficult to do. Silent Hill as a setting is so brilliant and I honestly can't think of how you can create a setting like it without really just ripping it off entirely.

Maybe they are furious about surrendering to the west after WW2 and want a revenging god to be called forth. Basically doing SH1 plot beats again but in a Japanese setting and no father looking for his daughter.
Yeah that's mostly my current idea of what to expect. Instead of Flauros it'll be some Japanese god or demon and will be some flower type horror. There will be a Pyramid Head equivalent for the protagonist because they can't help themselves, but will not be PH himself of course. Probably some shit involving the hundreds of thousands of bodies atomized from the two nukes being a catalyst to bring forth the otherworld or something, trying to think like Ryukishi.
