Sinnoh is broken in half by Staraptor though, it's not like they designed the dex to intentionally provide challenge, they just fricked up which is why Platinum had to totally redo the regional dex.

to be fair by gen 3 there are only 10 ghost types total. 6/10 are hoenn pokemon. the other 4 are the gengar line and misdreavus. and phoebe having shedinja could be problematic
There's a couple reasons I think people harp on Sinnoh
1. Sinnoh has bad dex distribution just in general.
2. I don't actually think there's a single Sinnoh fire type Pokemon available before postgame in DP aside from the starter, and only Magmar -> Magmortar in Pt, which is a trade evolution aka not feasible for most people. Fire is not exactly a common type, but three different fire lines is about what you would expect from other types like Electric or Psychic, aka a pretty decent amount.
3. Sinnoh has Flint, DP Flint literally has to run Infernape and Rapidash because they're the only 2 Fire types available pre-postgame, shining a giant spotlight on Sinnoh's dex issue in a way Hoenn avoids by just giving certain trainers dupes.
Flint is the icing on the cake in the shitshow that is Sinnoh. >Canalave Gym has morons running Onixes even though Bronzor and Shieldon are right there (Magnemite is postgame in DP) >one has a fricking SKORUPI and one ONLY HAS AN AZUMARILL (golly gee that’ll sure stop the TWO fire types a kid could be running, nevermind that you’re HANDED a Fighting type right before the gym)
Thankfully this is fixed in Pt by having them run Magnemites, Bronzors and a Scizor >Sunyshore Gym and even its leader are laughable
