Weather mods actually affect the color of your game as well, which somewhat overlaps with ENB and Reshade. That's why ENBs/Reshades are made with specific weather mods in mind so the colors don't look out of wack.

He made a shitfit that a different dude made another sex animation framework was using "code stolen from him". But the modder never revealed any source code to begin with, and the dude allegedly didn't even reverse engineer the original mod, only using something for backwards compatibility.

The dramagay's framework used to be on nexus on loverslab.
Nexus fringed "user's right to delete mods" so he announced the mod will not be updated on nexus anymore.
He announced the mod will not be updated on Loverslab because the framework can be used for non pornographic purposes so he will upload it on some trash forum site to avoid the reputation of Loverslab.
The framework is not used for anything of note outside of porn by Loverslab users.

ENB and weather mods both change lighting, textures are their own thing. The lighting will make textures look different in the sense that they may be more or less visible depending on brightness for example, but the textures themselves are unchanged.

There will never, ever be a ,modding community as big or as dedicated as skyrim's ever again. Devs are too greedy to allow it. Even though it can probably make their game an all time's best seller that people will continue buying for decades, the publishers can only see the greedy notion of "missed sales" if they don't control and monetize the modding scene. That's assuming they even make a base game worth modding to begin with. Just compare FO4 modding to Skyrim, it's a joke. No one wants to more Starfield, and once they frick up with TESVI, it's over for them.
It's amazing to me how short-sighted Bethesda has been with their handling of the modding community. The only reason Skyrim has had as long a tail as it has is the modding community, and that's mostly due to the sheer volume of mods being pumped out.
I can understand the desire to squeeze extra cash out of something like that, but to go so far that you undermine the entire enterprise of the modding community is so stupid I am shocked that it got beyond a few meetings. The modding scene is one of the greatest golden geese a publisher can hope for, it fixes their frick ups and allowed them to sell the same game three fricking times, and it still wasn't enough.
As a silver lining, it confirms that you can reach a high ranking position in a half a billion dollar company when your long term planning skills stopped developing in middle school.
