Russia is too big to be featured complettely and normies don't give frick about russia beyond MOSCOOOOOOOOOOOOOOOOOOOOOOOWWWWWW! and petrograd. So we will get moscovia, and moscovia sucks. A Kavkaz region would be interesting tbh and can feature easily deserts and either the aziv or caspian sea.
But if you are more interested in pure slavic, then it should be either Poland/lithuania territory or Ukraine.

Japan has teritiorial dispute with russia, russia is disliked in the west and russian market has comperatively few people that are also poor and PC oriented so pandering to them is useless.
Game Freak has 0 reason to make russia region.
USA nuked Japan and yet GF made two American regions.
Japan thinks US is badass. They kinda care about Russia, and they also care about Bulgaria for some reason. They have erased Poland out of their collective memory duo to WWII and Germany.

Lol, as if GameFreak would make a region based on Russia. This would be an instant boycott or a lot of bad publicity.
Forget about Moscow and set it in Siberia instead. Slap a Deoxys down in Tunguska and make it the player's goal to earn the right to enter its crater by earning the approval of the tribals and settler towns living across the area as a stand-in for Gym battles.
It's a huge blank canvas for you to do whatever you want with, which instantly makes it preferable to being chained down by real-world inspirations.
