Go compare usage stats and see for yourself which metagame is more balanced.
pokemon that see a lot of usage aren't inherently unbalanced. what makes a metagame and pokemon unbalanced is banning strategies and pokemon that stop strong pokemon leaving them with no counters
if the only way to "counter" arceus is by getting lucky with double team then maybe arceus should be banned too
I see what you're doing using an absurd example like arceus. in the ubers tier arceus is definetely counter-able by other strategies and pokemon besides evasion (it's banned there). At the world finals I didn't see arceus sweeping proving it's not broken and doesn't require legendaries to counter it. you can't claim arceus is all 18 types and running every moveset at the same time to tell me counter strategies will not work.

BDSP OU, Scizor highest usage because it didn't lose to numero uno threat Latios or hazard stacking if you Defog with it
Gen I OU, Snorlax Tauros and Chansey are great Pokemon but not actually mandatory or overcentralizing, you can build without them and check them in multiple ways
Gen III OU, Tyranitar is just a good versatile mon that has so many potential uses even if it's not the star of its team
High usage can just mean very good mon, not OP mon, although sometimes it signals the presence of an op mon it's meant to counter

OU was supposed to be the "main tier" and the primary focus of smogon in the past, but I feel they've fallen away from that for the worse
