So, almost all box legendaries got a second form of some sort, be it by being fused with the third legendary or something else.
Except for Lugia, Ho-Oh, Yveltal and Xerneas (technically Xerneas has a neutral form but never used in battle).
How would you improve those four Pokémon?
Lugia does have one though. That said we really don't need second form spam.
Pity they didn't make a special form for Colosseum, so even Ho-Oh could be edgy with his counterpart.
They ended up using the concept again in Pokken, so who knows maybe he'll get one eventually.
Ancient form for Ho-Oh. Not a Paradox Pokemon, but a legit 'Ancient' form.
Yeah, Ho-Oh could probably use a design to make him feel "Ancient"
I'd like an update to Ho-Oh and Lugia, though. I think they didn't really get anything new since their hidden abilities. Meanwhile, even Dialga and Palkia got an Origin form. Maybe they could use the Unowns in an eventual Johto remake?

Why?
They haven't been very relevant at all in the games these past few years, even less than Groudon and Kyogre who got primal forms nine years ago. I'd like them to shine once more. Not even better stats, just a new form to complement the Beasts having a paradox form and the three Galarian birds (Galarian Lugia and Paradox Ho-Oh, for example, but be more subtle about it)

Frick no. Legendaries already had enough of spam in recent dexes which amount to less than 90+. We don't need more bazillion legendaries filling up the games.
They're not good and are just outright boring god world destroying machines. SV Legendaries are literally the only good ones because they're not uber world domination godzillas.

I don't "want" forms due to their track record, but the Lugia we know is actually unfitting for Ecruteak. You'd think that it would have a roosting form for when resting atop the Brass Tower. More specifically, we have yet to see what makes Lugia's tower associated with resting, or Ho-Oh's with awakening. Usually, Game Freak just slap new forms to say "now this Pokemon can do that," but maybe this time they could do a bit more? By showing glimpses of the intertwining of resting souls, whose hearts awaken with stronger resolve and empathy.

Xerneas and Yveltal both have a dormant form. Xern is dormant as a tree and Yveltal is dormant as idk, its a weird rock
They don't have them because they don't need them.

Lugia has Shadow Lugia from Colosseum.
Ho-Oh has the rainbow form that appears in the anime.
Xerneas has it's tree form.
Yveltal has it's cocoon form.
