They may have meant all the Paldea starters. CHARIZARD is their favorite child but they usually respect newests starters to give them something.
If they believed that all starters (as in every first partner Pokemon form gens 1-9) would get one, then they are either very naive or a complete and utter imbecile with no awareness of how Game Freak, TPC, or the world works

For being GameFreak's favourite, I find it odd that they didn't even bother giving it a signature Z-Move like they did with their other favs. Hell, MEW got a signature Z-Move
No Pokemon that could mega evolve got an exclusive Z-move, and maybe they figure there was no way anyone would use a z-move over the 2 megas on Charizard unless they made it like Necrozma’s Ultra Burst.

I think only Terapagos and Ogerpon will get Tera Forms, but that every Pokémon will get access to the 19th Tera type.

It seems to be a Dynamax/Gigantamax scenario here dude. We know the Mightiest Mark 'mons are getting new Tera Mask forms and apparently the Paldean starters will get a form each. Outside that, I don't think there WILL be more TM forms
