I play vanilla and never use power armors because it feels like ez mode
with 5x damage

True Damage + Brandyboy's rebalance mod (forgot the actual name) are actually good for fixing the vanilla game's awful balancing and bullet-sponginess.
Combine those with something that reduces ammo spawn rates (it's 200 years after the apocalypse but there are unused ammo caches everywhere?) and raise fusion core consumption (power armor shouldn't be early game, Todd).
Voila, Fallout 4's combat is finally enjoyable.
Sometimes these settlement defense quests throws you in the middle of super mutants or the raiders are packing rocket launchers with mini nukes and power armor. Those missions I use PAs.
Incidentally, I made a 50 cal sniper rifle and it's pretty much carried me through the game. Is there a better single fire sniper gun?
Best gun for hardcore is the charged Tesla rifle. Extremely common ammo with high damage and chains to other enemies.
I found a gauss rifle that does double damage at full health targets. With ninja+mister sandman+deacon's perk it's x4.8 sneak attack multiplier.
Gauss rifle is better, but you won't be getting your hands on one reliably for a while. 50-calibre will carry you through a lot. I named mine Nora in honor.
Bethesda games are too poorly designed for ironman.

I didn't use it because fusion cores wear off too quickly, and now when I hoarded two hundreds of them power armor doesn't matter already.

Just started a new vanilla playthrough with survival difficulty. It feels like a completely different game.
Just play STALKER. Stop trying to bend a Bethesda game into something else that already fills the same niche. Slavs have spent the last 15 years perfecting post-apocalypse survival misery and you spit in their face and play some dumb burger game where you shoot at at giant green moron ogres instead.
