Special form that gets some kind of demi-legendary treatment for its introductory game, and then in future titles it'll just be an alternate Ursaluna form that you can get by evolving your Ursaring a special way (or most likely, gated to in-game events and/or DLC)

no ursaring evolves into bloodmon form because bloodmon form is simply an adaptation of a particular ursaluna to survive.
We may get an item to change normal ursaluna to bloodmoon, but it could be a eternal floette situation where this is a pokemon of its own.

Gamefreak gave up on worldbuilding by gen 6, and has completely restructured their series into extra goofy yokai watch mode since gen 7. There's no point thinking about canon or how any of these pokemon live in their environments or anything like that anymore. That was mostly a gen 2-4 thing.

It could be an Ursaring evolution in lore only, while the only way to obtain it is to catch one, without there being a discovered way of evolving something into it.
