Haven't watched the DF video but if I had to guess, the lighting system in launch Cyberpunk up until now had to function on PS4/Xbone, and the existing RT modes were more like band-aids onm top of that.
Phantom Liberty's lighting engine utilizes more modern techniques since it doesn't have to be burdened by last gen support. It can look better without having to have moronicly strong spec PC.
