It was an early, janky PS5 port. That's why it runs so poorly.
We don't have to "guess" how fast the PS5 is, we know the specs. It's RDNA2, 36 Compute Units, (up to) 2.2GHz, (up to) 10.3 TFlops. The closest card on PC is the 6600XT: RDNA2, 32 Compute Units, (up to) 2.6GHz, (up to) 10.6 TFlops.
But the 6600XT comes with 8GB of VRAM; on PS5, 14GB are dedicated to videogames (usually around 10-12GB used as ""VRAM"", depending on the game). So it's some sort of 6600XT 10-12GB.
Just like the PS4 was some sort of 7850 3-4GB, even though the actual 7850 came with only 2GB.

Didn't feel the need to upgrade until the rtx 3xxx series, which had garbage availability due to cryptoshit. So I resolved myself to buy the 4xxx series, but it was garbage so I went AMD for the first time in my life.
