From the interviews about it when Toby was first revealed to be doing some of the music, iirc he even stated himstelf it's really more of a situation of him sending over ideas for melodies, tempos, etc, and then handing it over to the GF sound design team for polishing, orchestration, etc.
If Toby was doing some of these with the little homages to past Pokemon themes, It's probably the sound team putting that sort of stuff in.
What I really do not understand is the lack of typical Spanish sounds, the guiar is present but not as much as expected, also other cliche rhythms, there is more Ibiza dance and house music instead beside the tributes to past gens.
