Probably the greatest fallout villain of any game. The telepathic attacks leading into the chamber and then all of the weird fricking voices from everyone It assimilated. It genuinely made my skin crawl. The Master is unmatched. Even frank seems like a lessor threat in comparison.
If we're going by the number of voices, he may have been fairly selective when assimilating people. However, its possible only the strongest personalities we're able to vocalize, so who knows.
That whole meat corridor leading to his goon cave is made of failed psykers he assimilated. He was eating anything and anyone who stumbled into the military base according to his diaries too.
I'm still not 100% convinced that his ultimate goal wasn't unifying everything by absorbing it. The last 2 entries in his audio log talk about finding a steady supply of biomass and more populations to take into himself.
then him killing himself from the news that his unity is sterile would make no sense. He probably needed the biomass, to become whatever computer fev mutant he was when the vault dweller encountered him. But then again I don’t know how far back the audio logs go

He killed thousands of people up to that point for no reason. He knew all of the experiments were fricked up but he thought had a justification for it.

The Master genuinely believed in it's cause as benevolent. Super Mutants were supposed to replace humanity as an elevation, not survive off them like a parasitic entity. The fact that the mutants would NEED to imprison and rely on humans meant that they weren't a superior next step and he mindbroke from that.
