I think it's the most garbage design i've ever seen and she has no breasts, for me it's not rouge, even the head is weird.

I think the issue with these old models is that yeah they were bustier, but the low fidelity made it less titillating. If you take that same model and "upres" it by adding new geometry but keeping the same proportions she'd be way too sexy for modern Americans.
Not really. Its that the design is abstract, round and adorable. Rouge at the same scale with tons of polys still looks cute.

It's because Rouge is more popular and they (probably) didn't initially pitch a design like this.
Rouge was an antagonist, but not necessarily evil or even affiliated with Eggman. Cream would be a better choice, but Rouge isn't completely an out of left field choice either.

I like Sonic but im not even one the guys who likes all his friends or the adventure games, I feel like anyone can make the same observations. Most sonic characters arent in full body suits, its not how they usually design characters, you can just tell its an over-correction to a busty woman that went uncorrected.

The design is literally a combination of an alt punk Lara Croft design and a sexy Indiana Jones/Crocodile Dundee design created in planning. The Indiana design was busy and didn't actually compliment her curves well while the Croft design had no sex appeal.
