Is BW2 really as great as people think? I feel like it is a little incomplete in retrospect, compared to Emerald, Platinum or HeartGold/SoulSilver. Or am I overreacting?
The only bad thing you listed is no badge polishing.
Eh, I listed it because it's objectively true that it's missing from BW2, but personally I dislike it as a feature, because if I don't constantly polish my badges, they appear old and rusty all the time. And it's annoying.

BW2 really does have a lot of content. I don't like all of said content, but some of it is really good, like Battle Subway, PWT, Funfest Missions, or the Black Skyscraper/White Treehollow.
But in this thread I'm more interested in discussing the potential flaws of BW2. Because I think they are usually omitted.

It's odd to put the blame on BW/BW2 for that, given that Blueberry more than likely didn't exists as a concept at the time.
If anything it sounds like your issue should be with SV for retroactively adding something to Unova, if that is a problem for you.
Yeah you're right honestly. SV annoyed me by adding Blueberry Academy to Unova. I think it makes the Unova games feel incomplete now.

Maybe Game Freak realized it was better not to give a canon team to Hilbert/Hilda, so that's why they decided to not include Hilbert/Hilda in BW2

Route 10 leads to the old Victory Road which was replaced in BW2, making Road 10 unnecessary

Badge Polishing never returned after BW1 in any game, meaning Game Freak just didn't like that feature anymore.

This annoys me, but it's easy to imagine that Blueberry Academy simply was built in a different timeline in the Pokemon Multiverse. That's why it doesn't exist in BW/BW2.
So, in general, Challenger's Cave is the only thing that I have no idea why they removed.

I have no idea why Challenger's Cave was removed from BW2, but I generally feel like GameFreak didn't know what to do with Challenger's Cave in BW1 to begin with. There's supposed to be a legendary Pokemon there, but there is no legendary Pokemon at all! Like, why did GameFreak bait us like this? BW1's Challenger's Cave was supposed to mirror Cerulean Cave, imo, but it just didn't work out. So in BW2 they scrapped it.
