They are mostly developed and tested on strong PC workstations and use UE or other game engines where you develop a game first for PC and then you adjust it to particular console. It's actually the engine devs that write console-specific code, not the game devs and because of this game devs that use UE don't have enough control over how it works on a console and can't optimize it even more. They aren't going to release a PS5 pro. The only reason they made a PS4 pro is that sony is a company that likes to make the "first" thing. Like they made the first camcorder, they wanted to be able to say "first 4k gaming console". There's no incentive to release a PS5 pro.
