The only reason all the starters in this time is probably because of some recent shift of power at Game Freak and one of the new higher-ups actually values all starters and their fans (to some extent, CHARIZARD is still on top)
I could stomach the dex cut a little bit more if they would at least guarantee the starters would always be in, because it's really fricking annoying that they can miss out on things like ribbons when they're the pokemon people will care about most

If anything, we should keep an eye on Bank, if they announce that we no longer have a single HOME prisoner left then Bank's plug will be in real danger of getting disconnected
