It's not dead but I'm not sure if I'd call it alive. As far as I can tell there has not been a lot of progress in quite a while, and the creator's justification for it is much closer to an excuse.
Not exclusive to Red++, a lot of hack developers using Polished Crystal's engine have been citing "it doesn't have X feature yet!" as why they aren't actively developing their hacks right now, but the thing is the feature in question has changed several times. First it was dynamic sprite loading (overworld sprites get loaded/unloaded from the GBC's VRAM as needed, something other Game Boy games like the Zelda trilogy and Dragon Quest III all have for example), then it was Gen 3-style boxes (pic related), and when I saw this get finished I was excited because it should've meant all these hacks were going to resume development, but then the people who said they were waiting for this decided to wait for 9-bit indexes instead.
Now 9-bit indexes are close to completion according to the guy making that feature (working in-game but a lot of testing needs to be done to make sure nothing is horribly broken) and I personally expect some or all of the developers in question to find another thing to wait for. It's sad, speaking as someone who has contributed to some of these hacks.

I agree with you there, just the most basic effect it'll have (Polished Crystal having the first 251 Pokémon on top of the cross-gen evolutions) is going to be very good. But god please, I want to see Ancient Ruby see active development again. The graphics, maps and music for the game have all been completed or nearly completed far enough for a 5-gym beta, it just needs to be put together, scripted and some game-specific featured coded. The alpha posted for the hack is almost 3.5 years old and I don't want that to be the first thing new people looking at it for the first time see

Shit, really? That's cool, I liked what I saw of Polished Crystal but it removing some Pokémon and moves tickled my tism.
Basically the old game used an 8-bit index for species IDs, limiting the amount of Pokémon you can have in GSC to 255 different species (as 256 is the maximum value you can store in 8 bits and they don't use 0 to store any Pokémon for some reason). That's why Polished Crystal had to remove a few Pokémon to introduce new ones. Changing it to a 9-bit index would double the maximum value to 511, allowing those removed Pokémon to come back while still having room for new ones.
However changing something like that can break a lot of shit that relies on the index number being an 8-bit number, so they're still testing it.
00 and FF are used for game logic (00 is a slot with no Pokémon, and FF is used to signal that there are no more 'mons in the party and to hit cancel) and FE is used for the EGG, so you actually only have 253 available slots in Gen 2 normally

Either way yeah, what it boils down to is they're updating the engine to have more support for more Pokémon and moves. I hope once that's done they can get back to finishing R++ and Polished Crystal.

While I do think the overall world design was far better in the old pokemon games, you nostalgiagays refuse to admit that the old games were general pretty ugly. They honest to god look like baby's first rpg maker game.

Well, to be honest, the idea of going on a grand adventure and circling around in the map only for you to end up in your hometown again, take another opened path on the road, and become champion is peak map kino and SOVL.
Like, I dunno what they were smoking at that time, but it was definitely peak map SOVL.
Only souvler map was Gold/Silver when they decided to randomly open up the map of the first game after you finish the game, because why not. We just added 100% more game into your game because we could.
