In case of you being a zoomer: back in the day, games used to have a printed out document known as "manual". It was a book covering variety of game mechanics along with various instructions and options, usually organised into topical chapters. Reading those was pre-requested to play any game, or else the lack of familiarity with the game mechanics made it impossible to actually achieve anything.
Unfortunately, since they had to also peddle games to spastics and literal children who can't read yet, manuals were phased out over the years and now zoomers literally are unfamiliar with the concept.

They haven't updated it to adjust for the change to the vanilla institutions mechanic.

I was typing on autopilot, this should've been Admin 22 which neatly lines up with the fourth idea group slot. Taking Exploration before that means you have to sacrifice one of the slots, which means wasting mana.

It's a solid answer - 3.0 in its current form is an exercise in watching paint dry. Unless they work around how various growth factors operate, the mod is fricked for eternity in slow-burn growth that will render any sort of rapid development in later stages of the game near-impossible, deadlocking the whole thing into a slow growth only worth it if starting very early.
Only thing is 2.5 the ai doesn't expand for shit.
That's why you use 2.6x builds, where this is fixed.

Castille expands into Americas in 3 out of 5 games, so does Portugal. Sometimes Castille even forms Spain, the cheeky bastard.

said ots been updated to 2.6 with the biggest changes ive noticed being performance, idea group rebalances (quantity is back on the menu) and the AI actually plays the game again, both when it comes to waging wars and building an economy.

literally just cheat who gives a shit? just drop the idea groups you don't need and get the ones you want. You can remove any excess mana too so you don't gain an unfair advantage
